Itinerario legal de la instrucción pública en el proceso de gestación de la República de Venezuela (1810-1830) / Legal route of public instruction in the gestation of the Republic of Venezuela (1810-1830)

Resumen

En el artículo se recorre el itinerario legal mediante el cual se fue configurando el sistema de instrucción pública en el proceso de gestación de la República de Venezuela (1810-1830). Para ello se ubicó, identificó y analizó en  distintos textos legales, de diferente tenor y origen, promulgados en el período enunciado, el cuerpo de ideas y principios que configurarán la arquitectura del sistema de instrucción pública vigente para el territorio venezolano, cuya síntesis se logra en la primera política educativa articulada por la Dirección de Instrucción Publica (1837) y el primer Código de Instrucción Pública (1843)
propiamente venezolano. Se observa una influencia de la Ilustración española en Venezuela, particularmente en las ideas, principios y cuerpos administrativos de la instrucción pública que se van definiendo en los diferentes instrumentos legales promulgados entre 1810 y 1830; se observa un esfuerzo legislativo de la República de Colombia (1821-1830) por ordenar la cuestión educativa como asunto de Estado; se identifican precedentes  constitucionales importantes en el establecimiento de la instrucción pública nacional.

Abstract

The article goes through the legal route by which it was setting the public education system in the process of gestation of the Republic of Venezuela (1810 to 1830). This was located, identified and analyzed in various legal
texts of different type and origin, enacted in the selected period out in force for the Venezuelan territory, the body of ideas and principles which will shape the architecture of the system of public venezuelan instruction, whose synthesis
is attained in the first education policy articulated by the Directorate of Public Instruction (1837) and the first Code of Public Instruction (1843) venezuelan properly. There is a marked influence of the Enlightenment Spanish in Venezuela, particularly in the ideas, principles and administrative bodies of public instruction that are being defined in various legal instruments enacted between
1810 and 1830; identified a strong legislative effort of the Republic of Colombia (1821-1830) for ordering the education issue as a matter of State, and we identified important precedents in the Constitutional founding of the Republic (1830) in the establishment of national public instruction.
